“Turnkey” is useful shorthand, but it is not a manufacturing specification. One supplier may use it to mean stock formula, stock bottle, and label application. Another may include formulation, ingredient sourcing, testing, packaging procurement, regulatory review, finished-goods release, and delivery to a third-party logistics provider.
Both proposals can be described as turnkey. They are not pricing the same service.
Before choosing a manufacturer, convert the word into a list of deliverables, responsible parties, approval gates, and records. The goal is not to move every task to one supplier. The goal is to prevent a critical task from sitting between two suppliers with nobody accountable for completing it.
A complete turnkey scope normally coordinates five workstreams:

If a proposal says “full service” but does not define these fields, it has described convenience rather than scope. Ask the supplier to mark each deliverable as included, excluded, customer-supplied, or subject to a separate quote.
For products sold in the United States, the dietary supplement firm whose name appears on the label still has obligations that cannot be solved by a broad services clause. FDA states that firms are responsible for evaluating safety and labeling before marketing, and dietary supplement manufacturing, packaging, labeling, and holding are subject to the applicable requirements of 21 CFR Part 111. The agency’s dietary supplement overview is a useful starting point for assigning regulatory ownership.
The contract should therefore answer questions such as:
Do not accept “manufacturer handles compliance” as the answer. Name a role, an approval, and a record for each decision.
Turnkey projects usually take one of three routes:
Record which route the quote assumes. A price built on a stock formula cannot be compared directly with one that includes custom development and commercial scale-up.
For a custom project, the approved formula should identify every component, exact amount, assay basis, supplier or grade restrictions, intended overage, and declared label amount. FDA’s Part 111 compliance guide explains the required relationship between specifications, component controls, the master manufacturing record, batch documentation, and quality review. A presentation sample without that technical package is not a production-ready formula.
An ingredient name alone may cover multiple sources, grades, carriers, standardizations, particle sizes, flavors, and processing behaviors. Those differences can change label declarations, dose, sensory performance, analytical results, and shelf life.
The sourcing scope should define:
Under the dietary supplement CGMP framework, a certificate of analysis is not a substitute for supplier control. FDA describes qualification, documentation, and periodic reconfirmation requirements when a firm relies on a supplier certificate for applicable specifications. Put the operational version of those controls into the quality agreement.
No raw-material substitution should be automatic merely because the replacement carries the same common name. Require a documented equivalence assessment and brand approval before use.
Packaging is where a supposedly turnkey project often becomes fragmented. The manufacturer may fill the product but expect the brand or design agency to source the label, approve dielines, resolve barcode placement, or purchase custom components.
Define the complete packaging bill of materials: primary container, closure and liner, tamper-evident feature, desiccant or oxygen control where justified, scoop or dropper, label stock and finish, coding area, carton or pouch, case pack, pallet pattern, and any retailer-specific marks.
Then assign three approvals:
FDA identifies five core statements required on a dietary supplement label: the statement of identity, net quantity of contents, nutrition labeling, ingredient list, and name and place of business of the manufacturer, packer, or distributor. Review the agency’s general dietary supplement labeling guide before artwork approval. The design file should follow the locked formula and package—not lead them.
“Standard testing included” is too vague for a controlled purchase order. The finished-product specification should state what is measured, the acceptance limit, the method or method standard, the sampling point, the laboratory, and whether the result is required before release.
The appropriate panel depends on the formula and dosage form. It may include selected identity or potency markers, microbiological limits, elemental contaminants, physical attributes, fill weight, water activity, disintegration, sensory attributes, or package integrity. More tests are not automatically better. Each test should answer a product-specific risk or confirm a required specification.
Also define the out-of-specification process. The contract should not allow an unexpected result to be “tested into compliance” through repeated analysis without a documented investigation. State who is notified, who approves the investigation, how retesting is justified, and who decides disposition.
A completed production run is not necessarily available inventory. Finished goods may remain in quarantine while records are reviewed and release test results are pending.
Build the schedule backward from released goods at the agreed delivery point, not from the blending date. Track at least these gates:

This distinction matters when a launch is tied to retailer intake, advertising, or a 3PL appointment. A manufacturer can finish on schedule while the brand still misses launch because release testing or label approval was never placed on the critical path.
Reorders are where the quality of a turnkey relationship becomes visible. Require advance notice and approval for changes that may affect the product: ingredient manufacturer or grade, formula, process, batch size, equipment train, test method, specification, component, label, manufacturing site, or critical subcontractor.
Set a practical threshold. A change to a shipper case may need notification; a change to an active ingredient source may require formal assessment, testing, label review, stability consideration, and written approval. The agreement should distinguish the two.
The brand should also receive a controlled handoff package after the first release. At minimum, request the approved formula version, finished specification, certificate of analysis, lot and expiry information, final label, packaging specification, relevant deviations, stability commitment, and traceable released quantity.
Compare proposals at the cost per released, sellable unit delivered to the same point. List development fees, ingredients, manufacturing, packaging, testing, stability, freight, storage, one-time setup, and customer-supplied items separately. Then score each supplier on four questions:
A credible turnkey partner will still identify exclusions and decisions the brand must make. That is a sign of control, not a lack of service.
