A protein powder can look simple on a concept sheet: choose whey or plant protein, add a flavor, set servings per container, and select a tub. Commercial manufacturing exposes the decisions hidden inside that summary.
Protein source changes allergen status, flavor, color, bulk density, dispersibility, analytical strategy, and supply risk. Sweetener and flavor changes affect serving weight and package size. A powder that tastes acceptable in a laboratory cup may bridge in a hopper, segregate during transfer, or cake after it is packed.
The right time to resolve those issues is before the commercial purchase order. Use the following sequence to build a specification that formulation, operations, quality, and the brand can all approve.
Do not assume every protein powder is regulated and labeled in the same way. In the United States, product classification depends in part on composition, intended use, labeling, presentation, and how the product is represented to consumers.
FDA explains that dietary supplements may be powders and may resemble conventional foods, but they cannot be represented as a conventional food or as the sole item of a meal or diet; a dietary supplement must also be labeled as such. See the agency’s questions and answers on dietary supplements.
Classification affects the applicable label format and manufacturing requirements. Decide at the brief stage whether the product is intended to be a dietary supplement or a conventional food, and have qualified regulatory counsel review borderline concepts such as meal-positioned powders. This article focuses on protein powders marketed as dietary supplements in the United States.
Record the target country as well. A U.S. label and specification should not be assumed to satisfy Canadian, European, Middle Eastern, or Asian requirements.
“Chocolate protein powder for active adults” is a positioning statement, not a development brief. Add the fields that determine whether the product can be made and verified:

Claims must be reviewed as consumers will understand them, not only as individual words. FTC guidance requires objective health claims to be truthful, non-misleading, and supported before advertising. Its Health Products Compliance Guidance also emphasizes that implied claims and the fit between the evidence and the marketed product matter.
“Whey protein” may refer to concentrates, isolates, hydrolysates, or blends with materially different protein content, lactose, fat, flavor, solubility, cost, and allergen implications. Plant systems vary just as widely by crop, processing method, particle profile, native flavor, color, and amino acid composition.
The formula and raw-material specification should identify:
Supplier certificates are inputs to the qualification program, not the program itself. Under FDA’s dietary supplement CGMP framework, firms establish component specifications, verify dietary ingredient identity, and use appropriate tests or examinations or a qualified supplier certificate, as applicable. If the manufacturer may switch between “equivalent” protein suppliers, define equivalence and approval rights in the quality agreement. A change that passes a basic certificate review can still change flavor, color, density, mixability, or label declarations.
Declared protein per serving, ingredient input, total serving weight, and laboratory result are related but not interchangeable. The formula team should document how the protein target is calculated from the approved raw-material specifications and how it will be verified in finished product.
Build the serving in this order:
Do not reduce the flavor system to preserve a package render that was created before the formula. If the acceptable formula needs 36 g per serving rather than 31 g, the tub, scoop, net weight, unit economics, and shipping case all need to reflect 36 g.
The analytical method should also fit the specification and claim. “Protein test” is not enough detail for a release plan. Agree on the reported basis, sample preparation, method, acceptance criteria, and how method variability is handled before the first batch is tested.
Milk, soy, and other major allergens can enter a protein powder through primary ingredients, flavor systems, lecithins, or shared equipment. In the United States, the nine major food allergens are milk, egg, fish, Crustacean shellfish, tree nuts, peanuts, wheat, soybeans, and sesame. For each component, collect the complete sub-ingredient and allergen declaration rather than relying on the marketing name. Then evaluate:
A “dairy-free” or “allergen-free” position requires more than omitting an ingredient from the formula. Define what the claim means, what evidence supports it, and whether the facility and supply chain can consistently meet that standard.
Protein systems create their own sensory load. Whey can contribute dairy notes; pea and other plant proteins may bring earthy, bitter, beany, or astringent notes. Minerals, amino acids, botanicals, and sweeteners can add further bitterness, saltiness, cooling, or lingering aftertaste.
Evaluate samples using the labeled directions:
Approve a physical reference sample and a written sensory description. “Chocolate version 4” is not an adequate acceptance criterion if the next batch is made months later by a different operator using a new protein lot.
Laboratory blending hides production risks. Commercial powder moves through receiving, dispensing, sifting, blending, transfer, holding, and filling. Particle size and density differences can drive segregation; poor flow can create fill-weight variation; hygroscopic materials can cake; low-dose components can challenge uniform distribution.
Before authorizing a full batch, assess the characteristics relevant to the planned line:

A pilot or engineering batch should use equipment and handling steps representative of commercial production. The output is not just a taste sample; it is evidence for order of addition, blend time, in-process sampling, expected yield, and fill settings.
The finished-product specification should connect each material and process risk to an acceptance criterion. Depending on the formula, market, and claims, the panel may include protein or selected marker assays, microbiological limits, elemental contaminants, moisture or water activity, net or fill weight, sensory attributes, and package checks.
Ask the manufacturer to state:
Testing every fashionable analyte without a rationale adds cost but may leave a real risk uncontrolled. Conversely, a generic “micro and heavy metals” line does not demonstrate that protein content, allergen labeling, blend behavior, or fill quantity has been addressed.
Select the commercial package after serving weight, servings, density, and moisture sensitivity are known. Tubs offer rigid protection and familiar shelf presentation but use more cube in storage and freight. Pouches can reduce material and shipping volume but require suitable film, zipper, seal, and fill-line controls. Stick packs add convenience while introducing film minimums, seal-window validation, and tighter flow requirements.
Confirm at least:
Stability units should use the commercial package or a scientifically justified equivalent. Before the first purchase order, the brand and manufacturer should be able to point to one approved version of the product brief, formula, component specifications, supplier list, process instructions, in-process controls, finished specification, release panel, packaging bill of materials, label, claims review, stability protocol, and physical reference sample.
That package is what makes the second batch repeatable. A good first sample proves the concept can taste right once; a controlled commercialization package shows how the manufacturer intends to make, test, release, and protect it at scale.
